It was easier than we thought; most people correctly identified it as the rotary dial on an old telephone. (Gosh, remember how long it use to take to dial a long-distance phone number?). I think it's a fancy button maker, you know those lovely decorated buttons on all the old clothing. When fashion was more than a piece of cloth pulled over a persons head and elegance was a part of life.

I think it is a Bottle Capper used to put caps on the oldtime bottles
I believe it is an antique can and bottle opener. or just a tool to open canned foods with?
It is an Arbor Press, but I can’t identify the dies that are in it for sure. It looks most like a Campaign style button maker. The ones with the clear plastic cover and the single pin on the back.So, that’s my guess, a Button Maker.
