It looks like a dial on a rotary phone but I believe it belongs on a piece of farm equipment to sort the seeds one at a time when they are being planted.

Those are great to have around, my husband has used them many of time and I found ways I could use them and before my husband I never even thought of using them but they have helped me many of times
